decal image doesnt get vaulted anymore

The decal image used to get vaulted with the part.  SEE OLD PART ATTACHMENT.  That doesnt seem to happen anymore.   When I create new parts with images, the image doesnt get vaulted like it used to.  SEE 2021-06-25 ATTACHMENT.  Somehow vault keeps track of the current image, but it doesnt appear in the vault anymore.  that makes it difficult for me to see the image history.  Do I need to check a setting somewhere?

Inside of the Inventor Application Options, turn on the "Enable Link option by default during image insertion."
