Assigning a Drawing to Item Scheme Number Doesn't Work

I have a Number Scheme for Item, but it is acting weird.

When I assign a .ipt Part File to an Item, the Item Number is using the Item Numbering Scheme.

But when I assign the .idw Drawing to an Item, the new Item doesn't use the Item Numbering Scheme, it uses the File Name as its Item Number.

How to make all new Item coming, doesnt matter ipt, iam, idw, dwg it must following this 4xxxx scheme
