While I was dealing with the CR issue, I noticed that it is possible to continue editing old releases and to release them again. For example: Latest release AE-00 AA-00 can be edited with a new version and then released again using CR, whereupon AF-00 is created.

Editing and releasing an old revision is how you roll back to an earlier rev (which then becomes a subsequent 'latest' rev). This is intended and necessary functionality.
As @imckenzieY7CGY mentioned, the current behaviour is to allow roll back of earlier revision. Is that a specific industry requirement? Can you elaborate why its critical to lock old released items? How will that be used after its the old released item is locked?
