To check in multiple items at once, you can simply check out the parent item (typically an assembly item) and check it in. This will check in the children of that parent item as well.

But if the parent was released you couldn't do that, right?
If the checked-out items are in a CR (Change Request) is there a way to use that to bulk check-in?
That's correct - you can't check out and check in child items of a released assembly without also doing the same with the assembly itself. That would then create a new item version of the assembly in a Development state.
I'm not sure I follow the second question. If an item is checked out, you won't be able to submit it to a Change Request. If an item is locked by the Change Request itself, then yes, certainly completing the Change Request will result in released and unlocked items.
