Oops restores the last erased objectselection, even if you worked on the file since.

 

This could be an oversight, but it could also be deliberately exploited.

 

Oversight:

You created a block and the option 'Objects' Delete was active, instead of convert to block.

Run oops and get the result you wish: Block created, objects converted to an insert.

 

Exploited:

Think about hundreds object you want to edit multiple times, but some.

Delete these some objects, edit your objects in question, run oups and all is fine.

(In some situations very smart, more smart than trying to use object isolation/uniso or move&remove, or multiple times difficult object selections)
