Hello 

Probably everybody heard that Autodesk stopped selling network licenses for Autodesk products like 

AutoCad\Inventor\ Revit and pretty much all products. 

The question is about the company that don't have access to internet how will they move to new versions? 

Some companies cannot even connect the PC to outside world  for a short time(minutes) and back in for Activation.  

Are there any plans for offline activation in special cases? like defense or infrastructures that are sealed behind firewalls and closed networks.

I can't answer your question, 100%, I was only end user's like you. You can probably check Autodesk product reseller around your area or purchase a standalone license. Thanks
