Anyone with windows 10 and a touch based screen will know the frustration of going to press any button on the toolbar at the top of the screen, and having it completely covered up by the window title bar.
It happens mostly when you go to press undo, after all, you've just made an annoying mistake and you want it gone. Perhaps you miss the button slightly because you can't wait to fix your mistake. The window title bar comes down with 'Sketchbook' on the left side and an 'X' button on the right, and it won't go away. Now you have to switch out of sketchbook and back in and your creative flow is broken. This little frustration trap is waiting for you on EVERY SINGLE button on the top part of the screen. So the chance of having that toolbar covered up is very high.
Kill it. Kill it with fire. It can be used splitting windows to have reference on the other half of the screen, but this should never happen unless we have the intention to bring it up. Give us a button next to the 3 on the right that brings the window title bar up so we can do so on purpose and not every time we're slightly off on tapping a toolbar item.
Now if the problem is that you can't access the windows API to make this feature possible, at least allow us to change the position of the toolbar. I'd personally drag it slightly below the top so I'm not accidentally selecting the wrong thing.
