When using transform, resize and rotate both use 2 fingers and are active at the same time. I find it impossible to do one without also doing the other, so something that should take 5 seconds ends up taking longer(sometimes a LOT longer) as I try to fix the accidental resize/rotate. A simple button to toggle between resize/rotate would do.
Precision tools would be better. Something like the move puck for resizing. Then you could drag it to resize or use arrows for those tiny precision size changes.
A simple line with 2 circle would work great for rotating. One end could be the anchor point you want the image to rotate around, the other would be what you actually move.
