Resizing Canvas Without Cropping Layer

Hello,

I'm wondering if it's possible to resize the canvas without cropping all of the layers.  I'm allowed to have a larger image than the canvas if I import it into an existing project.  But as soon as I resize the canvas, that layer becomes cropped to the frame.

Is there any simple solution for this?  Any help is appreciated-- thanks.
