How to Transform Selected Content on Multiple Layers on Mobile Version

I use a WIndows 10 tablet and SBP 7. I am trying to transform selected content on multiple layers (SHIFT+selected). After I SHIFT+SELECT the layers and marquee the content from both layers, the transform tool won't work. I just see a black circle with a line through it.

 

This is very inconvenient as I have content aligned with each other on multiple layers, and then I have to use a workaround like duplicating the layers and then merging them, and then finally transforming them (usually trying to scale).

 

I tried this also on my desktop version, but it wouldn't work. Yet, when I read the directions, it should...

I would test it out on a simple test file and confirm that the workflow is correct. It maybe a setting in the file. i.e. Lock Layers or Text entry in the file that will not allow it to be 'edited'.

Thanks. I checked on this, but I have the problem.

 

I've attached a screenshot and a screencast video. The image does not show the cursor that appears as a black circle with line through it.

 

If I deselect the layers, select just 1 layer, and re-select the content, and click Transform, then it works fine.

 

This happens both on my mobile (tablet) and on my desktop version.

 

This is very confusing why this will not work.
