How to horizontally and vertically flip a layer?

How do you flip a layer? I see all the other transform tools except for how to do this.

Choose 'Mirror Layer' or 'Flip Layer Vertically' from the 'Image' menu.

Tip: If on the Mac, the 'Help' menu has a search function — type 'flip' or 'mirror' and it will show you the menu where these commands are located.

If on iPad: tap the Transform button, then the third and fourth buttons will flip the layer:
