Can I create my own section with such parameters (see picture)?

Yes  , use the " section definition" module

I Have some problems with section when I calculatre it with Steel Designe. I dont habe thin-walled section.

Could I create section like this use API? Where finally I can enter all this values and then in Steel Designe it's could be possible calculated class of section.

There is no API for Section Definition module.
