Punching shear reinforcement according to ACI

Hi,

In the following link, at bottom of its page. It is said that punching shear reinforcement A is to be distributed evenly around column in the zone determined by L1&L2.

As I understand punching shear reinforcement should be distributed evenly on the whole area between the inner and outermost peripheral line as shown in this pic in blue. pic.jpg

I didn't find in ACI a statement about distributing reinforcement over the whole area which made me confused did I understand the attached link correctly?

 

Second question, as far as I know it is a common in modeling to draw the slab by connecting the corner nodes of

vertical elements with each other.

Is there any way to let ROBOT consider the real critical perimeter of corner and edge columns in punching shear design?I mean if it considers for calculation that the slab covers the whole area of these columns as that would be very usefull.
