Problem with forces and creating a soil.

So first problem what I have is about how forces are acting. I have wind in direction Y and some other forces but they are all in Z direction but there is bigger X parallel force than Y parallel force ? 

And other problem is about creating a soil. When I create a soil it gives error code Error in loading pref.dll library. I have tried changing regional, working a nd printout language, and some other things what I found from here. but nothing worked.

- clear robot cfgusr folder before next robot start
- run "Autodesk Robot Structural Analysis Professional - Component Registration" before next robot start
