No, the linear support can be assigned only to the full length of the edge but it is possible to divide edges in smaller parts. It can be done using Division command when "Generate nodes without..." is switched off.
I have shown it on the screen capture below. I have also activated the display of characteristic points of panels (blue crosses) to better see the limits of edges.

Yes, linear support can be also applied to any line or polyline inside the panel. Of course, if FE mesh was frozen in the panel, after defining such line or polyline it is necessary to re-mesh the panel to adapt FE mesh to the new object.
