Non-Linear Hinges For RC Structures

Dear ALL,

AFAIS there is not predefined value for concrete non-linear hinges only the steel NL hinge is provided, is there any specific reason for that ? 

Aside from above what is the correct way of setting the NL hinge for concrete members?
