Node to surface tie constraint

I am trying to control a surface of a 2D FE mesh via a node using tie constraints, such that the surface is controlled by the force applied to the node.

 

The node would then generate an equivalent moment onto the surface as it would be applied at a height above the surface and also the force would be distributed to the entire surface.

How do you control a surface via a node, what is the procedure?

If the panel is flat and the user node is created in its plane - just unmesh panel and move node

No, I would like to create a tie constraint between a node and a surface, such that a force applied to the node would be evenly transferred to the surface area and the height of the node would allow a moment to be created.
