is it possible to dispose simmetric rebar into the pier, equal number of bars in X and Y side of pier?

Attached pic shows hor RSA insert rebar, different number in two direction.

wouldlike to force RSA to dispose equal number of rebar to each side (ie 4 at corner, 3 each side)

The number of rebars and their distribution is governed by loads you used to design the foundation and in the current version of the program you are not able to 'fix' the number of bars at each of the sides of the pier. What can be done is the manual modification of the generated reinforcement with use of copy, move and delete functionalities for selected rebars. It is also possible to use ASD Reinforcement for more enhanced edition of reinforcement generated by Robot.
