ex, ey in Foundations

Why when we change ex, ey in Foundations, Robot requires the top reinforcement in the direction of the X-Y axis and When ey, ex = 0 Robot does not require the top reinforcement in the direction of the X-Y axis.

In your case 

foundation with no eccentricity shows stress distribution without uplift

while in foundation with eccentricity there is big uplift area
