Error accessing RSA 2019 SDK

When I try and install the SDK from C:\Autodesk\WI\Autodesk Robot Structural Analysis Professional 2019\x64\Tools\RSASDK i get the following error message;

'Error 1721. There is a problem with this Windows Installer package. A program required for this install to complete could not be run. Contact your support personnel or package vendor. Action: RegisterAPI,location: ... \H2Reg.exe, command: -r cmdfile="robo... ' 

Has anyone seen this before?
