Design of base plate of steel column

When designing a steel connection for the base plate of a steel column using the steel connections module in RSA and specifically for the concrete cone pull-out checking, are the reinforcement bars of the concrete footing/ground beam/column pier taken into consideration?
What I mean is that, the anchors inside a foundation are almost always surrounded by steel reinforcement therefore where the cone pull-out failure plane is formed a steel bar may be passing through it which gives more resistance against cone pull-out (tension) or breaking of concrete edge (shear).
