Beams Reinforcement - Reinforcement Spacing Error

Good Morning/Evening

Please indicate why error shown on the picture attached rise up and how to deal with it.

It has something to do with links and stirrups spacing , but what i know is that links spacing has to be checked at ELU ... ( This error rise up even there no problem with shearfoce at ELU)

Urgent Please

This is I assume due to limit imposed by the code as e.g. related to height of a beam (or similar) rather than due to lack of theoretical capacity for shear.
