how can i prevent some one of adding any element to my work set

You can not. The only reasonable way to accomplish that is by communicating with your team.

As far as I know adding objects to a workset that is not relinquished is no problem, but deleting or editing is.

 

But still, not relinquishing worksets as a workflow to protect changes, to me, is the wrong approach.

People should know how to work on such projects otherwise, at least, they will need training.

My understanding from the question was to prohibit editing...otherwise why work in a shared environment in the first place when one wants to work alone 😉

 

The possibility to lock editing is there; however, on the approach you are 100% absolutely right...but thats a question to be addressed to the concerned BIM manager and he who sets the organizations strategy
