Visual Style - Shaded

I have two sections here and both of the visual styles are set to shaded, however only one section changes to grey when i change the visual style. Does anyone know why some sections don't update when I change the visual style?

what are the Phase settings of the View and Elements?

Could also check if view filters have been applied which might be affecting the elements?
