Susbtrates of foundation slab are hosting rebar

Hi,

I have a problem with my slab reinforcement. I have a foundation slab with 2 substrates: poor concrete and gravel and when I try put rebar I can´t only select the 'strutural part of the slab'. The substrates are hosting the rebar too..

Do you know how to solve it?
