Revit 2024 Custom network deployment package issue - Revit installed but not response

We're using Revit for educational, and deploy Revit with custom package created via Autodesk portal. It's been working like that for all other autodesk products and Revit for last few years. 

Recently, with Revit 2024, the custom package having issue, Revit 2024 installed ok but when open , it's not response and all menu item not working. 

We downloaded the standalone installer via browser (not custom package). And Revit 2024 is working fine. Obviously the issue with custom package created via AutoDesk portal. We have tried to re-create custom package many times with and with-out add-in/content. None of the custom package working. 

Not sure if anyone having similar issue with Revit custom package? Or anyone can shed some light on how to fix this issue?
