Is it possible to make black cloud to like the red one? Arcs in Red colored revision cloud are all same.

Go to View - Revisions. 

You will see in the bottom right corner 'Arc length' - if your cloud is the black one it looks like it needs to increase. So the larger the number, the larger radius of arc's in revision cloud.
In order to get it red - just Override Graphics and select colour to Red.

No, the red one looks like Bluebeam Markup cloud, Revit cloud is default shape. Some items truly do not need to be custom. Curious is this top level personnel request, or you just trying to do something new on your own?
