Have you opened the visibility states on the bar and chose what view you would like to see it in?

I think the problem is not the visibility state.

The problem is Revit limitations (looking up, plan region, view range above original view range, wall stays visible, rebar dissapears)

I added the video from scratch (Autodesk Structure template) so it can be easy reproduced...

Thank you for the great video.  Following your steps I have received the same as you. I have documented this issue to the development for analysis to clarify if this may need enhancements.
