Nested Family Constrain to Other Nested Family

Family 1: Rectangular base plate with holes for anchors (all type parameters)

Family 2: Anchor rod (all type parameters)

Family 3: Place instance of Family 1 and Family 2 to create an "assembly".

 

Within Family 3, I need the anchor rod family instance to be constrained to the location of the holes in the base plate family instance.  I feel like I have tried everything but the constraints break when I flex the family.  How do I achieve this without 1) changing Family 1 geometry to be driven by instance parameters (I want to be able to use a standardized catalog of plate sizes), or 2) duplicating nested family parameters in Family 3 and manually entering them in to match the nested Family Type?  I am trying to keep things as type-based as possible and have the "assembly" family be able to flex with changes in nested types with little additional input.
