Moving model in place objects to exact locations

I've got a model in place tank I need to move to the edge of a concrete slab. How do I pick the end point, etc, of the tank and move it. It's not letting me do this operation.

Within the Model In-Place family you could introduce some reference planes at this point which will allow selection and alignment!

You could also try a Snap Override such as on your keyboard using the Move Command type SE (Snap End) of Snap Intersection as this will only allow a that to be picked.

Also ensure you Selection Settings are ticked to allow selection of Faces etc. 
Modify Tool > Drop Down Arrow!
