Is there a way to move witness lines anywhere I want?

I click on a framing member and witness lines appear allowing me to move member by changing dimension of witness line. If I click on the witness line node it will change positions but these are limited. Is there a way to move the witness line references? I am trying to find a way to move objects without having to take out the measure tool first, measuring how much I want to move and then using the move command.

You can click on the node as stated or hold your mouse button down on the node and drag it to a location, Alternatively convert it to a dimension (Click |-|) and then you can edit the lines using more easily and the text to adjust the value when the elements it is associated to also selected.  you  can then delete when no longer needed

If by "(Click |-|)" you mean the "Make this temporary dimension permanent" icon then I tried that but I cannot move the dimension lines vertically, only horizontally. Is there any way around this?

You can move the dimensions by hovering over the Text Line and using the Drag Icon 

Or click on the End Nodes and drag vertically 

But if you want to move it the element vertically you need another dimension to do this in that direction also.  From the Annotate Tab > Add an Aligned dimension then select the item to make it active.
