How to vertically rotate steel structure

Hello,

I'm modeling the steel structure of a curved staircase, and I would like to rotate a portion of it (between landings) vertically, while keeping all elements unchanged— no automatic adjustments to length or connections.
I've tried grouping the elements and also using linked Revit models, but I couldn't make it work.
Does anyone have any suggestions?

It will depend on if it is constrained to levels etc.  you should to be able to rotate in an Elevation/Section as long as the workplane is set to this view?

 

Have you trued Mirroring instead then just moving it down or assigning an offset to the level?
