Stairs are controlled by the Levels and then provides you with the number of steps to reach that level

In Plan > Select Stairs > Edit Stair > Drag Circle Node to add an extra step

Revit doesn't allow to change individual riser height
you can work it around through either changing the top level of the stair or to put additional floor on top of last riser

You do have the option to manipulate the Heights and Step numbers but as @Ahmed_Muharram states you cannot edit the height of an individual step and you could add another stair with only one step with offset from levels to achieve this?

Also there is a hidden option in the Run System Family for you to End with/without a riser which often can help.
