Could it be that the radius is to tight for it to generate the rebar?
One way to check is create it with a larger radius.

Also the intention, with a radius greater than the radius of bending according to the diameter of rebar.

Hello @jamess166

A rebar shape cannot end in an arc and an arc cannot span over 180 deg.

This are two limitations of rebar shape families in Revit.

In this example you could try to use hooks (180 deg ones or some other angle)
