Usually this message appears when not all of the steel connected elements are correctly or completely selected for being part of a steel custom connection. E.g. when you select only the bolts and the steel plate is not selected or when you select a plate but the plate is welded by another element and in this case the weld should be also selected.  I suppose this might be your case. If not please send the file where this issue appears and I can investigate further.

More information about custom connection can be found here: https://knowledge.autodesk.com/support/revit-products/learn-explore/caas/CloudHelp/cloudhelp/2019/EN...
