Custom symbol with moveable nodes

Hello, I am trying to create the custom symbol below that I can use on plan and I would like it to have custom nodes. Is this possible?

Create a line based detail family and nest in a generic annotation family for the dot.  Constrain the dots to ref lanes with instance dimension parameters so that you can stretch them after placed.
