Creating SSK Sheets

Is there a "best way" to create SSK's. 

I'm referring to a situation where you need to issue a detail (drafting view) in response to an RFI. I'd like to issue this in on a 8.5x11 SSK title block sheet. However, I also want this detail to be part of the main set of drawings as it will be issued at some point in the future. I'd like the view to appear in both the full set sheet and the SSK sheet. 

I assume the answer to this question is that "you can't duplicate as dependent drafting views", but I'm curious how other handle this situation.

Duplicate as dependent if model views and duplicate with detailing if detail views. Place the copies on SSK sheets.

But we stopped issuing piece meal SSKs and instead, issuing full Sheets and cloud the changes with proper Revisions.  Everything is on PDF nowadays so saving paper is no longer an issue.  With that we don't need to duplicate views and add a bunch of SSKs to the model anymore.
