Annoying pop up that has zero value

Good morning, 

How do I put a stop to this annoying pop-up that comes up and blocks the buttons I need to click every single time? This has zero value but it sure is annoying.

I recall this was a Graphics Card Issue in the past you can turn them off or change the Level of Assistance which may help.

Thanks, I hit the problem solved button too soon.

I set that tooltip assistance to None, yet that still pops up every time no mater what I try to do. And it's in the way every time.

I have found minimising and opening solved it also - Try pressing [Windows Key] + [D]

Also a final solution could be to reset your UI to kick it back into line?
