Solved: Tag on Placement missing

I'm placing lighting fixtures in a ceiling plan view. There is no Tag On Placement option on the contextual tab. However when I go to a floor plan view and place a lighting fixture Tag On Placement is available.

This problem was documented in 2013 at this blog:

Looks like this is still a problem in 2015? Anyone else experiencing this?

Unfortunately the bug is also within Revit 2016...

Lets hold thumbs for a service pack or wait untill the 2017 software is released (Cringe...)

herman is correct. Development is aware of this issue and its slated to be addressed in a future release. In the mean time I typically suggest adding all the fixtures and Tagging all after the fact. I underderstand this is not ideal, but its the best I can offer at this point.
