Is there a way to create an enlarged view callout bubble that I can copy to multiple rooms and have it reference one enlarged plan on another sheet?

are you wanting a callout bubble that refrences one enlarged plan, but you can use in multiple views?

If so, after you create the enlarged plan or callout, you can place callout bubbles and use the reference view option and it will let you place a bubble but it will not create a new view, just take you to the all ready made one.

How do you get rid of the dashed lines that comes in with the callout and just have the diagram bubble?

Select the border, right click, override graphics in view, override by element, color – change the colour to white.

This will only change them one by one, and this way you can control the ones you want to hide. Not the best idea in the world, but it will work. There is another way to turn it off, but will turn off all your callout boundarys.

How do you turn them all off? I believe in this project, we dont need the boarder to be on.

under the manage tab, object styles, annotation objects, callout boundary and callout leader line, change the line colour to white.

Would you not be better using a View Reference rather than a Callout? Then there won’t be a border at all and you won’t have to hide them.

Yes you could. The out of the box view reference is pretty basic, and you would have to create a family to go with it, if you wanted a bubble. Which long run would be best, if it is just for one project though is the time spent created something worth the time spent just hiding it is a question you will need to ask yourself.
