Create the family under a rotatable category such as Mechanical Equipment or Fitting.  Or create workplane based family, place them on ref plane, then rotate the ref plane.

I checked the family and it's face/workplane based, that means it needs a host to "stick" to.

To rotate it you need a rotated reference plane like @ToanDN mentioned:

1. Draw a reference plane in plan view.

2. Go to a section view and rotate your reference plane to the desired angle.

3. Select the family, choose option pick new.

4. Set the option to workplane and choose the option "pick a line" in the popup window

5. Select the reference plane.

6. Adjust position in section view as needed.

A generic model is by default hosted to the level you placed it on, to rotate it first click "edit in place", then just use the rotate tool or host it to the reference plane.
