I wonder if anyone's ever run into a situation where under one login, the user is not able to see the Revit add-in, but if logged in as someone else, you can see it and use it. Any idea what could be the factor?
The addin path is the C:\ProgramData\Autodesk\Revit\Addins location.

please compare the following Folder of the two Users. Is there an *.addin file in the Folders.

Yes, the addin file exists and the command area points to the corresponding addin folder.
Close Revit and rename the Registry Key "Computer\HKEY_CURRENT_USER\SOFTWARE\Autodesk\Revit\Autodesk Revit 2021\CodeSigning" to "_OLD" and reopen Revit.

Maybe you also can show the content from the *.addin file. You can open in Notepad. In some case there is a problem when the Path to the DLL is not absolut. See path in <Assembly>.....</Assembly>
