Create a Pipe Tag reading the Invert Elevation of the pipe. However this shows the distance between the Z=0 plane and the pipe's relative position not the elevation in relation to Above Sea Level. Unfortunately ADSK didn't allow the Project/Shared option you have with levels.
Use the spot elevation tool and make sure the family type is set to Shared or Relative, depending on what you want to show.
