Live list for unpowered items that has highlight in model function

Goal: Live list for unpowered devices, equipment, and fixtures that allows user to open drawings where these unpowered items have been placed. 

My company already uses a similar live list for finding circuits in electrical drawings.

We also have a similar live list for Comcheck. Basically shows all fixtures, wattages, and counts.

I'm not electrical but can you not just use a sorted schedule to see which circuits or panels have not been allocated, then select a row in the schedule and use Highlight in Model to go to the element.

It won't take you to a specific "drawing" but it will select the element so that you can edit it.
