Did you create those shared parameters yourself? Did someone change the file to theirs? Does the txt file show them in the same language? I think more information is needed where your Revit reads the file from and who has access to that.
I think it is impossible that Revit would translate words. Parameters have a unique key and Revit doesn't care about what language you use as long as you only use approved symbols. You also can't change a shared parameter name after it has been created.
I can't prove it is impossible (I also can't prove aliens don't exist somewhere), but it looks like something is going on how the txt files are maintained in your office.
Edit: BTW, i see you keep that file in the Revit installation folder on the C-drive. I highly recommend to store it in a folder that is backed up and doesn't get overridden when you install a new version. That also makes me think you are looking at a oob parameter file.
