That is not possible. Revit leaders do not convert to AutoCAD leaders and vise versa.

Can a plugin or an API be used to fix the issue of Revit leaders and arrowheads not converting properly when exported to AutoCAD DWG?"

Only method I know involves some heavy use of Dynamo to re-interpret the linework endpoints and essentially build the Revit leader off the coordinates, would not recommend unless you're talking hundreds of details with dozens of leaders due to R&D time... it will probably be better to build them from scratch (especially if your CAD explosion also converted multiline text to single-line which can happen depending on CAD formatting).
