Family parameter for adjusting quantity of an element relative to overall length

I remember ages ago seeing a family creation tutorial on how to adjust the number of coat hooks along a back board, based on the length of the board. 

Today I'm creating a bare fin tube family with adjustable length and fin size. That much I can manage. But I'd like to show the fins in plan view using model lines. I can't remember how the parameter works for adjusting the number of fins based on the overall length.

Can anyone help?
