Emergency Fixture Symbol Not showing in RCP

Please see the Screenshot Below

 

On the left is obviously the family editor on the right is how it shows up in the plans. I have that in a view with a blank template everything is turned on in visibility graphics. I have tried changing detail level, and all.

 

I need the filled region to actually show up and I cant get it to do so. I have tried everything I can think of. There is no response too simple here, please treat me as if I know nothing, because at this point I am at a loss for why the border would show but not the region.

 

Btw the 4 circles on the outside are not actually wanted, they are there to make it easier for me to see the effects of everything i am trying.

They show here both in a floor plan or a ceiling plan.

Do you have any troubleshooting steps I can take. I am glad it worked for you, so it is not my family, but if I can't get it to show then it is sort of pointless.
