Creating RTE file from RVT

We lost a server, and I'm trying to recreate a template from one of the projects created from a template.

I've deleted all the attached Revit and Cad files, deleted the added worksets, levels,

I've followed the instructions to save it as a new RVT central file, (deleted all worksets except "workset 1") and it's still not giving me the option to save as a Template. (Not highlighted/selectable).

Any other things I need to do?

A workshared project cannot be saved as a template file. You can detach from central and not retain worksets. You should be able to save as a template after that.
