I have created a ceiling based family but when I am loading it in project it is not working
What are the possibilities

You could post the family for trouble shooting.

I have created a ceiling based family but when I am loading it in project it is not working

You made it a ceiling based family and you're trying to host it to a ceiling in a linked model.  You need to make it a face based family.  Easiest way to do that now that you've already made it is to open your linked ARCH model, place one instance of that family, close it, open your MEP model, find the instance you placed in the linked model, and copy/paste it into your model.  Then edit the family and save the new version over the old one.
